Hillary Clinton Undermines Pipeline Approval Process —- Nebraskans Suspect A Sham

Editorial, 10/24: Hillary Clinton undermines Keystone XL pipeline approval. After Secretary of State Hillary Clinton’s recent comment on the Keystone XL pipeline, Nebraskans have to be wondering whether the approval process is merely a sham. There’s no longer doubt about what Clinton meant when she spoke about the pipeline in San Francisco. When State Department spokesman Mark Toner was asked whether Clinton meant to say she was “inclined” to approve Keystone XL, Toner replied, “She did.” Toner added, “And her words obviously stand.” Clinton’s comments are inexcusable. The purpose of the environmental review is to see that the impact of the pipeline will be accurately and fairly considered. Clinton’s comment undercuts confidence this will actually occur. The proposed Keystone XL pipeline would stretch nearly 2,000 miles from tar sands in Alberta, Canada, crossing Montana, South Dakota, Nebraska, Kansas and Oklahoma. The proposed route through Nebraska’s fragile Sandhills has stirred widespread opposition in the state. The soil in the Sandhills is more porous than the clay soil in the eastern part of the state, and the water table often is close to the surface. These characteristics raise the risk that the Ogallala Aquifer could be contaminated. Grass-roots opposition in Nebraska spans the spectrum from left-leaning groups such as Bold Nebraska to local landowners such as those represented by the Upper Elkhorn and Lower Niobrara natural resources districts, which both have gone on record in opposition to the proposed route. We’re gratified to see that both Republican Sen. Mike Johanns and Democrat Sen. Ben Nelson have lodged strong protests against Clinton’s stance. “A premature decision of this magnitude is unfortunate,” Johanns said. “Failure by federal and state officials to adequately analyze and assess the impact of the proposed pipeline before a decision is made is both irresponsible and unacceptable,” Nelson wrote in a letter to Clinton. Clinton may be right that the choice facing the country is either to use dirty oil from Canada or dirty oil from the Gulf of Mexico. But even if the State Department eventually concludes that the pipeline should be built, that does not mean federal officials should abdicate their duty to ensure that the pipeline is built and operated in an environmentally responsible fashion. And, as we have said previously in editorials, the State Department should route the pipeline around the fragile Sandhills. There are plenty of legitimate reasons to require the change in route. Federal officials should be listening to Nebraskans. After Clinton’s comment, there’s doubt that they will. If the proposed route is already a done deal, that’s a travesty. ((23 OCT 2010))
